Deputy Chairman of the Water Committee on a Working Visit to Moldova

October 20, 2025

On October 15-16, Martiros Nalbandyan, the Deputy Chairman of the Water Committee of the RA Ministry of Territorial Administration and Infrastructure, participated in a workshop in Chisinau, Moldova, organized within the framework of the "EU for Green Recovery East’’ program.

The workshop, which brought together government representatives and experts from Armenia, Moldova, and Ukraine, was dedicated to the establishment of national platforms to coordinate the implementation of the EU Water Framework Directive (WFD). The EU WFD is a cornerstone document of water sector policy, defining the framework for the protection, quality, and quantity regulation of water resources.

During his address, the Deputy Chairman Martiros Nalbandyan emphasized the critical importance of applying WFD monitoring toolkits not only for surface and groundwater resources but also for water storage and conveyance infrastructure systems. He proposed that future working groups consider the creation of distinct thematic groups dedicated to water infrastructure. This approach would allow for more effective development of actions and methodologies for approximation with the EU WFD.

The national coordination platforms for the EU Water Framework Directive aim to improve cooperation between data-producing institutions and policy-making bodies. This will enable Armenia, Moldova, and Ukraine to align their water monitoring and management systems with EU standards.

The "EU for Green Recovery East" program is designed to improve water management and promote a green economy. The project includes several key components:

  • Promotion of circular economy and resource efficiency;

  • Protection of water resources and reduction of pollution;

  • Environmental compliance with EU standards;

  • Development of data digitalization capabilities;

  • Strengthening transboundary cooperation on environmental issues.
